Kelly A. Raney, MBA, CWS
Business Development Manager

Kelly leads LED’s Business Incentives Services division and SSBCI Programs. She joined LED in 2020 after 17 years as a financial planner and wealth management advisor. She holds a bachelor’s degree in business management and a Master of Business Administration from Louisiana State University. Kelly also is a Certified Wealth Strategist and holds a Louisiana Life & Health Insurance license and Long Term Care Insurance Certification.

Susan Bigner
Business Development Officer

Susan manages and co-manages several state incentive programs, including the Louisiana Seed Capital Program and Louisiana Venture Capital Program. A resident of Denham Springs, Susan has more than 35 years of accounting experience, including 27 years of professional experience at LED. She received a bachelor’s degree in accounting from Southeastern Louisiana University and is a Certified Economic Development Professional and Venture Capital Institute graduate.

Shamelda Pete
Business Development Officer

Shamelda works in the Office of Business Incentives and administers the Louisiana Small Business Loan Guaranty program, responsible for conducting business credit analysis, loan packaging, loan portfolio reviews and strategic planning. She is a certified Economic Development Finance Professional with more than 15 years of experience supporting Louisiana small businesses. Shamelda has a bachelor’s degree in accounting and a Master of Business Administration from Southern University.

Marissa Doin
Business Development Officer

Marissa joined LED in 2017 after 12 years in the banking industry at J.P Morgan Chase. She administers the state’s Small Business Loan Guaranty, Collateral Support and Angel Investor Programs. Marissa is a Louisiana native and graduate of Southeastern Louisiana University, where she earned a bachelor’s degree in finance. She recently completed her certification as an Economic Development Finance Professional (EDFP) through the National Development Council.
